Comment in XML <!-- -->

Are comments allowed in CODM files <!-- Comment -->
Seems when I use them I get an error.

It depends on what else is contained within the element. See this page for more information. The Hauptwerk XML files follow strict XML format so the comment out tags you posted will work as long as it follows the rules with what is contained within them.
