For the specific case of toggling a single stop from a piston you could use a ShortcutPiston object.

It isn't possible to make a piston solely within the CODM that turns stops on but not off, or that toggles multiple stops simultaneously.
However, the user could use Hauptwerk's master reversibles and/or master scoped combinations to achieve similar effects. (In general, to keep things acceptably simple, in general the CODM doesn't attempt to duplicate functionality that the master combinations provide.)
