There is, of course, PipeTune by Martin Dümig. Search for it here on the forum.

i already tried PipeTune, but it doesn't work on vista
but i actually ment a program, which is able to recognize detuned samples
automatically and tune them (what PipeTune can't do)

Hi,

I have not personally used it but have an associate on another forum who has - GSnap - Free VST pitch-correction (http://www.gvst.co.uk/gsnap.htm). It apparently can give you what the actual pitch of the wave file is...
