Does anyone know if a single list is maintained somewhere of all currently available sample sets?

In a way, the Hauptwerk Licencing Packages represent very accurate list of existing sample sets, but only for the encrypted sample sets. The plain wave format sample sets, which do not need any licencing package, are not shown.

Vendors may want to check there listing on the following Hauptwerk pages:

I found many broken links there. While some of the vendors may be out of business, others are still active, but the links are misdirecting to defunct pages.

Sounds good. But how do we read the list? Looking in the appropriate HW-V directory, we see a long series of entries like this:

06/23/2019 07:55 AM 47,608 000128.LicensingPackage_Hauptwerk_dat
06/23/2019 07:55 AM 47,576 000136.LicensingPackage_Hauptwerk_dat
06/23/2019 07:56 AM 47,640 000144.LicensingPackage_Hauptwerk_dat

But what do these numbers MEAN? (128,138,144 and so forth) They do NOT appear to correspond with any Organ ID numbers, nor with the numbers of installed Sample Set Packages. It's all something else, cryptic apparently, so of no use to the user as a list of existing encrypted Sample Sets.

The contents of each entry are also encrypted / unreadable, which was to be expected.

Hello OrganoPleno,

The actual licensing package numbers are effectively internal -- they don't correspond to any other organ numbering that you could use for anything useful.
