Depending on the midi encoder the value of the potentiometer should be between 5000 ohms and 10000 ohms, linear taper. DTS encoders use 5000 ohms, Classic midi encoders use 5000 ohms. You can also try playing the demo midi file that comes with the Paramount 341 and see how that reacts. I agree with Martin that your symptoms are indicative of a noisy potentiometer.
