I think you have a bad reed switch. Depending on the design they either fail on or fail off. Switch it out! (sorry about the pun!)
I know you just sort of did that, but they are very sensitive little beasts. Heat them up too much or stress the lead too much one way and they stop working properly. Get a 10 or 20 pack and try different strategies. Frustrating, but once you get it working they are usually very reliable.

UPDATE
I decided to take the plunge and replace all the read switches from soldered to the newer plug reed switch offered by Classic Midi Works, since that who made this board.
I talked to Attila and he sent an entire harness set, that just needed to be swapped out and plugged into the circuit board.
Well, I did that but the four sets of 8 pedal notes are playing backwards, i.e. C1 plays G1 and it registers that way on midi monitor, and G1 plays C1. They go in opposite directions. This is true of all four sets of 8 notes. i.e. G#1 plays D#2 and D#2 plays G#1 in the opposite direction, and so on.
My questions, is this a wiring issue from Classic MIDI Works? Is it something on my end? the soldered resisters worked fine, I just lost a note.
I of course have called them twice and no one is available and you have to leave a message and emailed them as well.
The other fly in the ointment, is the old Soldered Set had to plugs, an 8 pin and 4 pin into the circuit board. This harness came with 4 plugs on the end. The first has 8 wires, the second is an 8 pin with 6 wires and two of wires (5, 6) going to the next plug of 10 pins and 8 of those wires go back to a plug with 8 wires.
The only two that work in the circuit board are the first and second in the chain, and the result is listed above.
Anyone have any idea what is going on? I try to upgrade the entire system and now I am worse off!

I am assuming that each set of eight switches is wired into an individual harness. It appears that you have flipped each harness end over end before mounting it in position.

You assumed wrong, it is a SINGLE harness with the wires zip tied in between each. Once you start with the first they are all in a row up to the end with the plugs. The switches are wired in an 8 x 4 matrix, witih 8 wires going to JP1 and four wires going to JP4.
Try reversing JP1, i.e. remove it from the socket, rotate it 180 degrees, and plug it back in.

It works perfectly. The wires were coming down, so assumed that was the way to plug it in.
I don't care, it now works!
